Admiral Bell has a long career. He was born in 2232.  He was born on the moon.  His mother was a waitress in a restaurant on the moon. He never met his father.  His childhood was normal he loved the low gravity and he played.  He was introduced into space when he traveled to Earth for the first time at age 14.  He thought that Earth was OK, but he really loved space flight.  He started studding for Starfleet academy.  Then at the age of 18 he applied and was accepted.  He was thrilled. His first love was history so he studied Starfleet history and his second was fight control, so during his academy days.  He learned to become a great Starfleet officer and he started out as a helmsmen onboard the USS Conquest a Constitution class starship.  They were fairly new and he left that ship after six years as a Lieutenant.  He then was assigned to a colony near the Klingon border.  He was to keep the humans and klingons in check. He did that for four years total.  He was then assigned to aide Admiral Gonly.  During a battle exercise the ship lost main power and LT Bell was able to restore main power.  After this LT Bell was promoted to the rank of LCDR and he remained on the staff for Admiral Gonly for another year and then was assigned to task force alpha he helped come up with new ship designs and ideas on Vulcan.  After four years of this tour he was promoted to Commander and made first officer of the Miranda class USS Jefferson.  For five years served faithfully to his CO and after that tour he was made a Captain and a CO of the Constitution Class USS Exeter.  During this tour he met Commander Hanly.  The woman that would be his force XO.  He had several battles with the Klingons.  Also he explored several nebulas and made contact with the Romulians.  During for his fine and excellent Commanding Officer he was promoted to Commodore and after three years at that rank he served as the Commandant of the Academy.  He was made the Commanding Officer of the Excelsior Class USS Milanche.  During this time he studied with several ships to explore the Beta Quadrant.  He made contact with several new species.  He was then promoted to Rear-Admiral as the XO of the test fleet. Of all the ships he commanded as Commanding Officer he really enjoyed the USS Exeter. He served under Vice-Admiral Yoder. They served together for five years and then Vice-Admiral Yoder was killed in a shuttle accident.  After six months Rear Admiral Bell was placed in command of the test fleet and was promoted to Vice-Admiral. For three years he ran it and came up with and designed the Curry Class transport. After he tested the design and it was introduced to the fleet he was promoted to Admiral.  He designed with a group of engineers the Constellation design starship.  He loves history and is fascinated with the NX and Deadleas class ships.  He has had several relationships but none of them have worked, but he keeps in contact with one of them, Heather.  He was the Commanding Officer of the Test Fleet for 6 years and then retired.
